I need to adjust camber on my 70 Cuda after replacing tie rods, pitman arm and idler arm.

My question is : to adjust camber via the upper control arm camber bolts do I just need to have the front wheels off the ground or do I also need to back off the torsion bar tensioner bolts?

the tension bolts adjust the ride height, (I assume those are the bolts you are referring too) once those are set do not touch them to alighn the front end, otherwise you mess all the other settings up.

I understand that the torsion bar adjuster bolts adjust ride height and that ride height is the first thing to establish before starting the wheel alignment process.

Since I need to move the upper control arms outward I didn't know if you could get upper control arm movement via the camber bolts with weight on wheels and torque on the torsion bars.

Depending on the last time the upper a arm bolts have been moved it may be easier to do with weight off the wheels. Having said that once you make an adjustment you will need to bounce the car once it is on the ground or better yet drive it around the block to let the suspension settle before checking your adjustment. Do not mess with the torsion bars unless you are changing ride height. I'm going to guess back in the day most alignment shops didn't raise the front end. Your choice, but may be easier to take some weight off to turn the bolts...
