Need a hack to hold lock out tube

Any ideas on how to secure the lock out tube so it doesn't rotate, without disassembly?
The lever has been cut off, I guess the extra weight kept it in the down position.
Now the tube rotates and sometimes prevents the key from being removed.
So now I have to rotate the tube by hand, so the ignition key can be removed.
Any ideas on a shade tree fix that doesn't involve taking everything apart?

I had the same situation on my 70 Cuda, horn on the lockout tube was cut off.  I put a self  tapping screw through the main tube into the lockout tube close to where the plastic bushing and retainer clip is.  .  My column was out at the time but you can probably reach it with a long extension and a nut driver on a drill from the bottom.
