Power Steering Pump Noise?

When I'm driving at 65 mph, I notice a whinning/squeeking noise on the left side of the engine compartment. If I let off the gas the noise goes away. I don't hear the noise any other time. I do notice that the pulley on the power steering pump does wobble.  I don't experience any problems with the steering and I don't see any fluid leaking. What is the best way to see if the power steering pump is making the noise? The water pump and the power steering use the same belt so I can't isolate the power steering pump.

I would try an auto stethoscope with the engine running at the RPM seen at 60-65 rpm.  It'll help you isolate which component is (or isn't) generating the noise.   It was very helpful for me when I was diagnosing a squealing noise that showed up about 3k rpm.

I'll try to rev the engine up to 2500 rpm. I'm not sure if I need a load on the engine to duplicate the noise.  Thanks.

You really can't put a load on the drive belts/accessories other than turning all electrical items on to "load" the alternator or a/c on to "load" the compressor./font]
