Mystery firewall coating

Can anyone tell me the what and why on the coating sprayed (circled in red) on my firewall?  Best I can tell it's factory.

That is the cowl drain so undercoating that area could prevent rust

Ok that makes sense; same for around the A/C evaporator tube and the heater drain tube ports.  Was that pretty much factory standard?

Yes: I've seen it more than a few times. Just an ugly, sloppy job.
