Front Fender Install Question

My Google search turned up nothing useful -

Looking to see what hardware goes at the top rear of the front fenders of a '70 Barracuda - see pics for the area I am referring to - 2nd photo is the underside of the fender

When I pulled the fiberglass fenders off there was some home made hardware in these locations....

They use an overly long stud and kep washer nut.
The stud is not as long as the lower fender attaching stud, second picture.
 Stud goes in empty, then run the nut down.
