grill mounting

Should the grill brackets go above or below the fender lip?
The grill / headlight bezel is too high on the inboard side.

Thanks.  Got it all straightened out now.  Took some monkeying around, but I got it.  I used a rag, a 2x4 and a BFH to lower the front corner of the fender lip so that the grill was lower on the inboard side of the driver side.

@headejm  I did do the blackout, but I used gloss black paint.  The flash on the camera made a glare that looks like it is not blacked out.  I know now that I should have used flat black, but I did not.
