Quarter Panel question

So question to what this piece is... My driver side quarter was already taken off by someone, so I didn't know about it until taking the passenger side off. Luckily the new quarter is only bolted in on the drivers side so I can easily take it off and put a new part on.

I doubt it....what are you missing the whole structure piece or just the bracket ? You could likely make the bracket part.

The bracket part only I'm assuming since the structure seems to be on the new quarters.
