No: That factory diagram makes it pretty clear, it goes with the wire bundle to the drivers side of the wiper motor and then up and not through the hole.

I'd love to see any factory information on how they used that hole.

All the high end references show it NOT going through the hole.

That goes double for me.
Maybe it was originally intended for that but was found not appropriate or as an option???

You'll notice holes through-out your car that serve no real purpose. These are fixture holes...the individual pieces sat on pins in a fixture while they were spot welded together....there are two more on the upper cowl itself under the hood/cowl weather-strip....
