what fastener is used to attach fender to fender to cowl bracket

I now have two good brackets for fender to cowl. One side of the bracket mounts to the side of the cowl with body bolt but the top part had a large square hole punched in it. How does this attach to the inside of the fender? It looks like some kind or rubber pad maay be used but I cannot find any part listings for such a part.

Here's a picture of the stud and the nut with it's captured washer maybe someone can chime in with the sizes.

The stud screws into the fender. And goes through the bracket and the nut goes on the bottom. 5/16 stud and nut.

Thanks JB, I found 2 in my jar of unidentified nuts and bolts.
