Painted the block with wrong color? Just kidding. Is this about having a wrong crankshaft installed, asking not familiar with big block. How can this happen?

Well I'm not an engine builder or even an engine assembler but I'm guessing that a couple of the connecting rods are coming off the crank at the wrong angle.  :notsure:

Should the valve "reliefs" be on the bottom ?

2 things wrong....?
Dome should be in combustion chamber unless some trick quench design with low compression heads, (pistons upside down, wrong side?)
valves.... exhaust , intake, intake, exhaust, exhaust, intake, intake, exhaust

Yep, pistons out of order per valve type loaction in cylinder heads. Per Brads70. There will be a valve relief problem with a couple of intake valves per bank.
