gas tank with hole on top?

Finally replacing the gas tank in my barracuda. After 25 years the leak that I patched with epoxy started to leak again . So I pulled the tank and found a hole on top with a plug and what looked like red epoxy sealer.  The tank is from a 71 barracuda california car and has the vapor recovery tank inside the main tank. Was this done at the factory?

Yep - Same plug on 71 Challenger gas tank.
