Need Help - cant Rebuild my Federal Power Steering Pump? anyone run across this?

So I Sent my 70 AAR Federal Pump out to get rebuilt. When I took it off the car it was full of fluid and it spun pretty nice. Leaked a little but nothing major. So I get a call to day back from the shop and they claim that they cannot rebuild my pump. Something about the the thrust plates being ran dry. Creates gouges that prevents pressure build up when pump is running. Also, Control valves are not interchangable so it has to be an exact federal pump cause it will need to be rebuilt. So first, anyone have this problem?

Second - Weren't all 1970 federal Pumps for Mopar 340's  the same for AAR/T/A's and it was the Pulley that was different?

third _ I was told that even if I by a core it can have the same problem.....?

Any help would be appreciated
