Back in the day those were usually made by starting with steel rod, shaped around a tire for radius then use short lengths of steel rod tacked to the body & the rod to establish the shape followed by a cardboard template & a bunch of sheetmetal cutting, shaping & welding.... Then blending with filler...Sometimes (depending on the skill of the fabricator) really thick filler...
Back in the day I had fender flares made for my '74 Duster.  Made exactly like 1 Wild R/T said.  I put M50/14's on the back and '60s on the front, and had the guy make flares out to the edges of the tires.  Came out nice.

:thinking: Must have BTDT... :rofl:  Later the trend was to slice the panel 2-4" above the tire (Hopefully at a body line) & stretch the panel out....   Similar to how Brad did his Challenger front fenders... Thought I think he did it without slicing the panel...

79 I was in the Navy stationed at NAB Coronado, me & a few buddies would sometimes to get off early on Wednesdays & head up to Van Nuys Blvd....  Always a good time....  Then twenty years later I got a chance to drive through the area, sure wasn't the same....
