Painted engine compartment, wipers don't work

Everything is hooked up properly. 
I'm at a loss, anything to check for?
I'm not an electronic wiz.. 
1973 BS23H Cuda' 340/TKX 5 speed (70 AAR clone-ish)

Especially after paint, I would suspect a poor or no ground.

Run a temporary ground from a unpainted spot on the wiper motor to a good engine ground and see what happens.

The wiper motor gets it's ground through the mounting studs. It's probably where your problem lies.

Grounds are the first thing to fix anywhere there is an electrical component.
