numbers on a 3 speed

Can someone confirm what these numbers say?  It's supposed to be a 1970 3 speed. What is the shifter for?  A body?

the shifter is mounted on the rear mount on an E-body (looks like an e-body shifter on a B/E transmission)

do you have a better picture of the VIN pad?

I figured the 3b was a 73.  That's too bad as I'm trying to find a 70 3 speed.

I'll call and talk to the guy about the transmission at least.  Thanks a ton for the decode!  Your awesome!
