I have no + sign ? On my phone the screen looks exactly like when I'm on my desktop at home? When I click on "choose file" to post pictures stored on my computer nothing happens?

I have no + sign ? On my phone the screen looks exactly like when I'm on my desktop at home? When I click on "choose file" to post pictures stored on my computer nothing happens? 

Here is what mine looks like with the + sign, then when I hit the + sign you see the symbols at the bottom.

Ya thats different from what I see. Mine is just the same as my desktop...
