Ralley vs Standard switch panel different?

Is the plastic for the rally and standard dash switch panel the same?
Could I take a standard switch panel and just add the metal overlay?

Reason for asking:
I have a rally switch panel with 3 switches, no defogger in 4th spot.
I'd like to add a 4th toggle switch for other stuff.
Could I take a 3 hole std panel and just drill the 4th hole, and add the metal overlay?

No , they are different .

  If I'm not mistaken Ralley switch panels have the 4th opening, it is hidden with the 3-hole overlay

Thx, that's good info!
Sounds like I just need to get a 4 opening overlay. 
I have carbon fiber vinyl on the gauges, so a decent used piece would fill the need.
