4 speed brake pedal height

Hi guys. I´m trying to figure whats wrong on my customers -71 Cuda 4 speed car as brake pedal is a way higher than clutch pedal...
I guess they should be pretty much on the same level from factory.
Other people added a Hemi booster for the car some time ago.
All input is highly appreciated.
