I've always had issues with this cable not traveling far enough to adjust the heat. Heater control valve moves smoothly but once the cable is hooked up it binds to some degree and won't open up valve completely. Is this hooked up wrong?

I've not owned an AC car so I do not know, but from the photo it does look like it's at a funny angle?   :notsure:  I can see how that would not open all the way.

The appearance looks ok from looking at one of my cars. You may have to adjust where it attaches to the valve to get it to be synced with the water flow and or the blocking of the flow. The ac cable is one of the longest cables and being the cable is 40+ years old, probably has fine dust/dirt in it and making it difficult to move. A good cleaning or a new one may be in order. If the cable moves fine, then I would focus on the adjustment.

It looks to be mounted correctly. I agree it is probably not sliding through it's casing smoothly.
