Steering Column Assembly Questions

I have watched all of Cuda Cody's Steering Column videos (they are great), and am currently working on my steering column.  I have the following questions:
During the assembly video , when installing the lockout tube into the outer tube and securing the first collar with the set screw, it is mentioned the set screw should seat into a hole.  Should the set screw seat in the hole shown with the red arrow in attached photo 1118?  The blue arrow shown in photo 1118 shows where I think the set screw was seated originally. 

Attached photo 1116 shows the relationship of the end of the lockout tube to the face of the first collar when I assemble the set screw with the screw seated in the hole indicated by the red arrow in photo 1118.  Note the end of the lockout tube is not flush with the face of the first collar, and I would not be able to bend over the tabs of the lockout tube to secure it to the collar.

Attached photo 1117 shows the relationship of the end of the lockout tube to the face of the first collar when I assemble the set screw in a position indicated by the blue arrow in photo 1118 (where I think it was originally seated).  Note the end of the lockout tube is now approximately flush with the face of the first collar, and I would be able to bend over the tabs of the lockout tube to secure it to the collar.

Has anyone seen this issue before?  Should I assemble my parts as shown in photo 1117 (without the set screw seating in the hole) as I think they were originally assembled?

In all the columns I've done, I've never thought that set screw lined up with a hole. I always just made the tube flush with the collar and let the set screw tighten wherever  :dunno:

@Gary AAR    :iagree:  Flush up the top and put the set screw in.  The factory also bent the edge of the corners over slightly.

As Cody says, just flush hen bend over the two edges so the tube stays put....I just finished one yesterday and the set screw lined up with the center digit.....mine really only had two holes. Bu t if you get the set screw close to the tube you can feel the divot if you hold pressure onto the set screen and tube as you move it back and forth.
