Steering column question

Car is all apart of course. Is it possible to mount the steering column without having
the dash frame in the car ? I would like to be able to steer the car to roll it around a bit.

Yes but you need the support bracket in place

You definitely want it secured if for any reason to prevent the steering shaft from being collapsed by mistake
