Crush can Horn ring

My car has been sitting since 83. I've watch the video's on how to identify and repair the steering column on this site  :twothumbsup:to Cody, However on  my crush can the gasket or compound under the copper horn ring has crumbled to nothing.Is this just a matter of replacing the gasket to set the horn ring height or is it a non conductive putty to stop the horn from continuously sounding Thanks in advance.

I'm pretty sure it's an insulator. My electrician buddy gave me some insulating putty and that's what I used on mine.

I can hammer and dolly that back round easily enough. But if I cant fix the horn ring I will need to buy another. I see you sold your steering column you had on Kijiji. do you have any more  columns for sale. I need some locking mechanism parts as well. thanks
