parking brake cable attachment

Guys,

Is this collar on the e-brake cable (Inline Tube replacement) supposed to mount under the clamp? I assume it is and have tried to adjust it down but cannot get it to slip underneath the clamp. Guess I will need to remove the assembly and try. Any suggestions?

The cable stop flange  rests on the bottom of the clamp. The diameter of the cable housing should be slightly  smaller on the cable side than the bottom sheath side where you are trying to slide down.
