Additional holes in rear bumper

I've seen a 70' Challenger with 2 extra holes in the rear bumper. The holes are exactly at the same position right and left from the licence plate. The holes are looking punched original, otherwise the bumper must be rechromed in the past.

I hope you could see the hole on these bad picture

I've never seen those holes on 70' Challenger bumpers, maybe part of the trailer towing package?

The fender tag code A35 is for 1969-71 e-body HD Trailer Tow Package. Wonder if the tow package requires a certain axle ratio?

 My 70 Challenger has similar holes...Yup trailer hitch!
Factory or aftermarket, they often attached there and you may find brackets welded/ bolted to the frame...Mine were welded.
    I had a 69 Dart GTS, same thing..
