I think an early VON with an M meant it was internally ordered at Chrysler as a dealer demo car. MMC use to have a a VON list page on their website that is now gone.
I'll defer to Dan though.

1970 "M" - code VONS

appear to have all originated in a Chrysler office/department for A, B, C & E - bodies
pre-production "PILOT" cars used "M" VONS
dealership zone "SHOW" cars used "M" VONS
the group of St. Louis "Blues" Gran Coupes used "M" VONS (& the similar group of FE5 Gran Coupes - whatever their purpose was ??)
Chrysler/Plymouth spec'd AAR'cudas used "M" VONS
& an odd assortment of additional cars like the subject Challenger

there must've been a purpose for its original use: show, promotion, other    there were title & tags from another LA Challenger (FJ5 & 318) on eBay 12/21 with a "M004xx" VON
