Front bumper height

I was putting new sealed beams in my 70 cuda today & I had to loosen the front bumber to remove the headlight bezels so now I'm wondering if the bumper is too high. Should I be able to remove the headligh bezels without lowering the bumper? Thank you, Joe

A buddy of mine with a Cuda said his bezels came out no problem without messing with the bumper. And that would make sense because you shouldn't have to shift the bumper to change a headlight.

Yeah, I can take my bezels off too without lowering the bumper, ('70 Barracuda).
