Looks like a neighbor took it out with a garden hose this morning...

This is from my Sgt in charge of our drone program and is also a pilot. 
"The short answer is that a person cannot endanger any person or property.
Then naturally you cannot spy on your neighbors or peek into windows with it.
If the neighbor is having a gathering and the drone pilot is being a nuisance to them...Disorderly Conduct."

I'll get you the actual "rules" regarding this when I get back into the office...

The most discrete way would be to scramble his signal.
Second on my list would be a combination of several things. Mount a cheap laser pointer to a rifle or similar. Use it to locate and shine on drone. If he is using camera. The laser will make him point camera at you. Don't need to take a shot but the visual will make serious point.

Scramble is best.

A much simpler answer is at hand but you have to be familiar with DSM2 and Spektrum and be discreet.

Talking with neighbors the cops told the guy that watered down the drone that he shouldn't have done it but the guy with the drone also got told there are rules about drone operation & he needs to get a license.... By the time he's fixed/replaced his drone & gotten a license hopefully he'll take a few minutes to think about how he can play with his toy without pissing off his neighbors....

I'd use an accurate .22 with a scope and reduced velocity ammo and shoot from inside the garage or house so that you're not visible to it. Failing that, the neighbour and I would go to talk to the guy and when the police arrived, we'd both tell them how he had lost it and attacked us both and that, in fear for your lives, you'd defended yourself. hopefully you don't have any women being spied upon by this voyeur.

This highlights where I would have started; is it registered and/or licensed. I believe that is a national requirement now.  If no, then pursue legal action. If yes, report it to regulatory authorities.

Not exactly, up to 400 feet is fair game but from there on up you need a COA to fly above that and they are extremely hard to get and reserved for folks who pay $$$ via lobbyist.

You do need to register and get a license (a recent thing within the last 2 years) for up to 400 feet. Mostly a hobbyist thing.

This made me think about your prior problems.

Not saying this is what's happening but if you have a meth problem and want to know what your neighbors have so you could steal it to feed your addiction.... This may sound far fetched but you'd be surprised what strung out folks will do.
