I see you are from Canada. These are just shelves from Canadian Tire. 72x40x18   I would go with closed cabinets.   I still might one day.  These shelves could easily go in my seacan or basement.  But I have a Cuda to build.  Not buy more shelves!
1973 Cuda. 340 4 speed.

O obviously not in earthquake country. All I see there are projectiles to take out my challenger.

Those ARE sweet cabinets that Bruce has, but they look like the upper end CTC ones and there's likely over 2k of them sitting there. Sure makes me embarrassed for anybody to see my old body shop re=treads.  :D

I have one of those exact shelves Swamp Donkey. Plus a cabinet like Bruce's. Before the renovation I moved every little thing out of there and purged a lot of stuff. Now I'm moving things back in and purging again so I don't need a lot of shelf space. My spare parts were already in the house and since I live alone they can stay there.

A buddy was changing some things in his garage and gave me a workbench. It was the lower portion in the picture. We added the top so I could put a light over it and put it on casters.

The decision depends on what your intent is with the space.  Is is for show, or is it for go!  If its just a holding area for a car, cabinets are nice.  If you actually intend to do any work in the space, shelving is best.  With shelving, items are easily found  Some areas need shallow shelving (12") for small items, others need deep shelving for large items.  When you actually work in the garage and go to the cabinet for an item, the cabinet door is quite often left open.  Or you forget which cabinet contains the item and waste time opening multiple doors to find the item.  Whether you close the doors or not is another story.  Will the items you store always fit behind the cabinet doors?  To me the cabinet doors get in the way.  I understand the argument about open shelving and dust.  When you do actual work in the space, you're not concerned with general aesthetics.  When its time to clean, a leaf blower does wonders to clean up the dust in the space.
