            Car looks to be one of them restomods, probably a new fangled HEMY.

Don't know about that particular one but have seen some attached to the hood for show only allows   for a good look at the engine when open. They looked pretty good without the added expense and complexity

Pretty sure it's Dana White's Cuda (UFC president).  Car was built by one of those weekend power block type shows back in the mid 2000s, if I remember correctly they attached the shaker to the hood for the look but without the under-hood complications
