A stuck open EGR valve could also cause the problem you're having but from what I can tell, they didn't show up on a 383 until 1972.
Thought I'd add it to the mix just in case your intake was swapped out for a later part somewhere along the line.

Sounds like you've been pretty methodical so you've probably eliminated this already somewhere along the line, but have you tried advancing the distributor timing  beyond what the timing marks are telling you? Harmonic balancers have been known to slip so the TDC timing mark isn't aligned with the TDC position of the piston any longer. Ideally you'd find TDC of the piston and check the timing mark but that's sometimes easier said than done. Maybe just manually advance the distributor a little bit and see if anything changes?

Since the car still has a 2 BBL carb, I wouldn't think the intake would have been changed.  And it doesn't have any other "smog" gear.

I do intend to do a compression test, so I'll take that opportunity to identify TDC.  That should let me confirm the timing mark.  I have a degree tape to add and that will let me set the timing to a known value to put that to bed.

Thanks for the input.
