bumper alignment

I picked up a new bumper from the Bumper Boys at Carlisle (pre-ordered).  I tried installing it today.  Looks like I have an issue.  The pumper is flush with the rear trim on the right side, but sticks out by about 5/8" on the left.  A previous owner had replaced the trunk floor etc.  I would say that they did not get the rear panel that the bumper bolts to welded into the right place.  I think at this point, my only option to correct the problem is to modify the bumper bracket to make the bumper sit forward by about 5/8" on the left side.  I can section 5/8" out of the bracket on both sides and weld it back together.

Your plan is probably the easiest solution... That or cut the car all apart to correct a minor issue.... I'd go with your plan...

But FWIW it appears you are missing the filler that goes below the tail lights that hides the gap between the body & the bumper...

Thanks.  I had no idea that I was missing a panel.  Does this panel typically bolt in or weld in?

Below the tail lights there is a hard 90 degree step, the filler screws to the bottom of that flange with #8 pan head Phillips screws... It should be seam sealed so water can't get in...

I fought that fight too.  Front AND rear bumper.  Mine was way worse and i dont know why. 
Wound up cutting up the brackets too.  On the rear, i made a plate with slotted holes that allowed me to articulate the bumper while it was on the car, move it around to where it was perfect then tighten the bolts.  Then pull it off the car and weld it up.  And even then it still took several tries.  Was a royal pain but it was worth it.

A little bit off topic but just to be clear on the AMD bumper filler. It was used on 1970. Neither of my 71 Challengers use this part as the taillight bezel fills in that gap under the tail lights.
