Need help with an image

Can someone figure out what this vin is?  I just can't tell what the last 3 numbers are.  Wondering if someone with fancy techie software might be able to change the look and figure out what this vin is.

Good eyes Brad! I think it could be 451, not sure on the 1.
Tried to Photoshop it, but its so bad.

Looks like 691 in the picture I have. Might be hard to tell when its posted as the quality goes down. Can definitely see the swooping bottom part of the 9 on my screen
