Vacuum kick off linkage

I have a Carter AVS ECS 4734S carb and on a cold start the engine starts quickly but the kickoff linkage pulls the choke plate a 1/4" open. Then the engine runs rough until heat gets in the engine and it runs smoothly. Always starts easily on hot or warm restarts. The FSM states the opening should be a #44 drill size, 5/64". Do I lengthen the choke vacuum diaphram linkage to shorten the choke plate opening to get it into spec? I am not a carb guy.
