Random steering column hole

I spent part of yesterday looking over my 70 Challenger to see what I still need to try and find and notice that the rear case on my column had a hole in it.  It's a floor shift car.  Not sure if this is supposed to be there for something or someone did this for a tach or something. What do you guys all think?  Thanks in advance for any feedback.

Possibly the collar is from another column and a column shift to boot?
