Steering column plastic bearing

Should this plastic bearing be able to slide off of the tube? When I try to slide it off it gets stuck where it is in the picture.  I don't want to ruin it.  Also, how do I know if it needs replaced?

Getting ready to do mine so I'll be following. I ordered the complete kit from @MoparDave. The logic I used is that if I'm tearing down the entire column, I don't want to do it twice. Realistically, mine may be fine since it's a 60k mile car, but I didn't want to take a chance.

Yes it should come off ang go on easy, try a little WD40 :dunno: I usually cut them off and replace with new, but I doubt it's always necessary :alan2cents:
