Do non hood pin car fenders have holes for pins?

Wondering if non hood pin challenger fenders (or NOS replacements) come with hood pin holes already punched. I've happened across a set of factory originals, never installed. They have the holes and appear factory punched. Thanks in advance.

All the ones I have seen have the holes predrilled, whether the car had hood pins or not. But as we all know, Chrysler threw out an anomaly ever once in a while. .

My 71 R/T is a non-hood pin car and both fenders have pin mounting holes.
One fender is production line and the other was factory over the counter replacement.
