Rotating rear bumper

So I got 70-72 bumper brackets and a new rear bumper for my challenger. It looks good other than it looks like it needs rotated for the top in. How would I go about doing that?

Might be the angles involved, but it looks good on the pass side and not as good on the drivers side..which makes me think...twisted a touch?
I would try shimming the bottom side of the driver's side bumper bracket.

Where it connects to the cross member or where it connects to the bumper?

I was thinking between the bumper and bracket. To tilt the top in.
