Missing vin number issue!!!

So here is an interesting issue.
A friend of mine has bought a smashed up,rusted out basket case '70 Cuda God knows why though.
I didn't know him when he bought it and he asked for my help to get some parts for him.I knew about the car before he bought it as there are only TWO Cudas in our country,mine and his.So told him to make sure to find the vin number on the dash.He hasn't done it but asked me to source all the parts for it.So a year forward we have all the parts you could imagine for a '70 Cuda even a 426 Hemi I have found for his Cuda.
Yesterdy the last shippment came in and I went to see his car.Tried to find the vin number but it was missing from his dash pad.
Now this Cuda has had 4 owners here in Hungary and beside the first owner none of them knew anyything about mopars and I'm sure they didn't know to see if the vin number is on the dash.Car has been sold 3 times last year but none of these guys thought to check the vin number.
So the big question is,what are my friend options?
Need to find the original vin obviously but it that won't happen than what?
He has the title and import papers so the vin must have been with the car when came into the counrty.
If no vin thaan buy a vin with title?I know it's rebodying which is illegal in the States but we are in Hungary.
If he buy a vin with title then he has to have import papers for the "car" so he has to bring in the donor car that has the vin number as well.

No way to get a new vin numbered issued from here ,is it?

Anyone could give us some usefull ideas are more than welcome.
I know he did a huge mistake buying this car plus pouring all that money into it but this is what it is now.We have an issue n our hand and has to be dealt with.

If you have a title, the original VIN should be on the title.  If you have a title and can prove the ownership, then it's pretty easy to have a dash VIN reproduced.

You're going to need to provide all the documents to prove it's a real car.  But they can make the correct dash VIN.

The cowl vin should still be stamped into the cowl, if the last six digits match the title your in pretty good shape.... If not it gets sticky...

However if the car has been around for years without the tag, why is he worried now ? Does he need the tag to get it on the road ?

He has the original title and can prove the ownership.
I didn't know datatag makes vin numbers as well.Knew about the fender tag and others but I thought vin numbers not included in their service.

He needs the vin number so he will be able to register the car at some point in the future when it's done.Without the vin number he wouldn't be able to.
The car came into the country just like you see it on the pictures and never been registered.
So there is no issue now.
I thought it's going to be a big problem.

Oh I think there will still be an issue.
I would hope its not as easy as saying "here's my title with VIN, I'd like a VIN tag made up please".
I think they are pretty cautious now after being mentioned with the red BS23N0B Cuda becoming a BS23R0B Cuda that was impounded by the FBI several years back and made magazine cover news.
Then owner had title and proof of ownership before the VIN was created

Curious how datatags could anyway have caught flack for making a VIN tag that matched a state issued title?

Title is a legal document, if someone commits fraud on the title, I don't see how data tags could be held liable for that?

My brother-in-law has an AG Backeast tag on his dash, mind you that was from years ago....I did a dash assembly last year for a member here who had a tag made from them, and a local friend just recently had an inquiry with them for a tag....so they still do them as far as I know.

@Cuda Cody I always feared losing one and thereby losing my whole investment. I'm glad to hear that this is possible. I never knew this!

They weren't held liable for anything.
I just think they are more cautious and require lots more proof these days
than just a title

Cowl partial and rad support partial would help?
Is the 426 block an original with a vin stamp curious to know the vin on that block for the Hemi guys searching for their motors
