Rear Frame Tie Down bracket finish?

My T/As rear frame rail brackets disappeared somewhere over the years between 2 restoration shops it was at.
I just picked up a nice pair of them.  I don't recall now how they were supposed to be finished.
Were they installed on the cars before priming and painting, or afterward?

They were left un painted/unfinished.

Bare steel.   

Mine had under coating; a little on them.

The ones I just got are bare steel with some undercoating splatters on them.
I may be able to bolt them on as is!
I love it when a plan comes together.

I agree: Bare metal, the factory intended for them to be removed by the dealers so need for any coatings. Also yes on the oversprayed undercoating.

Although they were not painted, just installed in the raw and many received undercoating, I have to think that a light coat of paint would be fine. And it can be easily removed later if wanted.

I finally got around to installing the pair I bought. 
I sprayed them with this product that was recommended to me to protect from rusting.

While I know this is not exactly a perfect shade for raw metal. I use cast iron powder coat on these parts. Very easy to use and super durable.
