Distributor bushing inside clearance

Kinda a dumb question as I think I know the answer but just making sure. The oil pump shaft should be able to slide all the way down into the bushing with no problems right? I went to install mine and it wouldn't go in, then the busing came out with the shaft as I pulled it back out. Apparently it gets stuck halfway in where the step is. I assume it is the wrong one. Not sure If I gave the wrong one to the installer or if something else happened. Are there different size bushings I could have confused it with?

Am I correct or should am I missing something?

I have seen this a lot the bushing once installed is too tight , it needs to be opened up with a die grinder or sanding roll .
